NOTICE OF INTENT TO AWARD AN ORDER UNDER URGENT AND COMPELLING CIRCUMSTANCES Contracting Activity: Department of Veterans Affairs, Network Contracting Office 2 Requirement: BioPoint ID Wristband Solution Support and Maintenance Proposed Contractor: Bio-Optronics, Inc.

GSA Contract Number: GS35F373BA NAICS Code: 541519 Other Computer Related Services, subject to Contracting Officer verification Period of Performance: October 1, 2026, through September 30, 2027 Place of Performance: VA New Jersey Healthcare System, including the East Orange and Lyons, New Jersey campuses The Department of Veterans Affairs, Network Contracting Office 2, intends to place a firm-fixed-price order with Bio-Optronics, Inc., under active GSA Contract No. GS35F373BA, for support and maintenance of the BioPoint ID wristband solution currently installed and operational at the VA New Jersey Healthcare System, including the East Orange and Lyons, New Jersey campuses. The requirement includes the services necessary to maintain, support, troubleshoot, update, configure, and sustain the existing BioPoint ID wristband solution, including associated proprietary software, interfaces, licensing, configurations, OEM-controlled updates, system integrations, technical support, and related OEM documentation and services.

Urgent and compelling circumstances The Government is considering an order under the urgent-and-compelling circumstances exception in FAR 8.405-6(a)(1)(i)(A), as applicable, because the required support must be in place beginning October 1, 2026, to avoid a potential interruption in the patient-identification system supporting critical Veteran care. Any delays in obtaining the required support could place Veteran care at increased risk because the BioPoint ID wristband solution supports patient-identification accuracy, accountability, and operational reliability. The system is used in connection with hospital patient-identification processes, where failure or interruption could increase the risk of inaccurate patient identification, documentation errors, specimen or medication errors, and inability to reliably account for patients during clinical operations or an emergency.

The Government has determined that continued support of the existing patient-identification system is necessary to maintain continuity of operations while providing care to Veterans. The required support must begin on October 1, 2026. The time required to complete a normal competitive acquisition before that date is not available without creating an unacceptable risk to Veteran-care operations.

Any order issued under urgent and compelling circumstances will be limited to the supplies and services necessary to address the immediate requirement and will be supported by the required justification, approvals, market research, and price analysis. OEM and technical capability Bio-Optronics, Inc. is the original equipment manufacturer and an OEM service provider for the BioPoint ID wristband solution currently installed at the identified VA facilities. The BioPoint system incorporates proprietary software and interfaces, OEM-controlled updates, licensing, configurations, and specialized system functionality.

Bio-Optronics, Inc. is capable of providing the required OEM support, including maintenance, troubleshooting, configuration management, system updates, licensing support, and technical assistance necessary to preserve the system s interoperability, accuracy, security, and operational performance. The Government s requirement is not limited to generic hardware or information-technology maintenance. It requires support for the specific BioPoint system currently installed and configured at the VA facilities.

The Government has identified no other source that is currently authorized and capable of providing the complete requirement without creating an unacceptable risk of incompatibility, loss of system functionality, inability to obtain OEM-controlled updates or licenses, configuration failure, or disruption of patient-identification operations. The requirement is also a continuation of service for equipment currently in use. Replacing the existing system at this time would require additional acquisition, installation, configuration, validation, training, transition, and implementation activities.

Continuing support for the existing equipment is expected to be more cost-efficient and operationally appropriate than acquiring new patient-identification equipment and services during the current period. The Government will document the supporting cost and price analysis separately. Contract and pricing information The proposed order will be issued under active GSA Contract No.

GS35F373BA. The Government has verified that the contract is active and that the proposed pricing is consistent with the applicable GSA contract terms and is fair and reasonable. The applicable NAICS code is currently identified as 541519 Other Computer Related Services.

The Contracting Officer will make the final NAICS determination based on the principal purpose of the procurement. The vendor s SAM.gov registration and small-business status will be verified and documented in the contract file. Response information No solicitation package will be issued at this time.

This notice is not a request for quotations or proposals and does not constitute a solicitation. The Government will not pay for information submitted in response to this notice. Interested firms must demonstrate that they are capable of meeting the complete requirement and must provide: Legal business name, Unique Entity Identifier, and point of contact with email; Description of experience supporting hospitals with patient wristband systems of this size Information demonstrating that the firm can meet the Government s patient-identification, operational, cybersecurity, and continuity-of-care requirements.

Responses must be submitted electronically to Megan Ross at [email on the source notice] no later than 11:00 a.m. Eastern Time on October 30, 2026. Because the required period of performance begins October 1, 2026, the Government will proceed with an urgent action before the response deadline.

Submission of a response does not mean that the Government will delay award, issue a solicitation, or conduct a competitive procurement at this time. However, interested vendors will be noted for future consideration. A determination by the Government to proceed without further competition, conduct a competitive procurement, or take other appropriate acquisition action is solely within the discretion of the Government.

Information received will be considered for future acquisition planning, market research, and determination of the appropriate procurement method.
