The City of Lebanon, through its Strategic Plan Task Force (SPTF), invites Requests for Qualifications (RFQs) from consultants with experience in municipal strategic planning, public engagement, facilitation, analysis, and implementation. The Lebanon City Council established the Strategic Plan Task Force to define and guide the process for revising and refining the City’s Strategic Plan, and to deliver a recommended scope, process, and consultant recommendation no later than November 30, 2026.
This RFQ will inform those recommendations by identifying available consulting expertise, approaches, capacity, and planning-level costs. The Task Force will also identify qualified firms for consideration by the Strategic Plan Committee, which is anticipated to begin work in January 2027 and complete its work by Aug 1, 2027.
No contract will be awarded through this RFQ. Any subsequent consultant selection or contracting process will be conducted in accordance with applicable City procedures and approvals. Inclusion on the recommended list does not guarantee a contract or constitute exclusive eligibility for a future solicitation.
Lebanon’s next Strategic Plan will establish a focused set of priorities for a three-year period. It should translate community input and City Council policy direction into achievable goals, measurable outcomes, and clear implementation responsibilities. The plan should guide annual operating budgets, the Capital Improvements Program (CIP), departmental work plans, and resource allocation while recognizing the City’s financial and staffing capacity.
It should also align with the City’s Master Plan and its anticipated update, while preserving the distinct purpose of each document. The City seeks a practical framework that improves services, supports responsible stewardship of taxpayer resources, and allows residents to understand the City’s progress. Public engagement should include residents who regularly participate in City affairs and those whose perspectives are less often heard, using accessible methods that address barriers to participation.
The resulting Strategic Plan should:
- Reflect meaningful community input and translate City Council policy direction into a focused set of priorities for Council consideration and adoption. 2.
Establish achievable goals, measurable outcomes, implementation responsibilities, and milestones. 3. Guide operating budgets, capital planning, departmental work plans, and resource allocation.
- Provide understandable public reporting on progress. 5.
Establish an annual review process that keeps the plan useful throughout its 1- 3 year horizon. The City seeks an ongoing strategic management process that supports implementation, accountability, and adjustment as conditions change.
