THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATIONAL AND PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A REQUEST FOR PROPOSAL, REQUEST TO BE ADDED TO A BIDDERS LIST, INVITATION FOR BID, PROMISE TO CONTRACT, OR COMMITMENT OF ANY KIND ON THE PART OF THE GOVERNMENT.
