R702--INTENT TO SOLE SOURCE | Qualtrics ESS PDM

Pursuant to FAR Subpart 13.106-1(b), Veterans Health Administration (VHA), Network Contracting Office 5 intends to solicit from a single source for the purchase of DATA COLLECTION AND SURVEY SOFTWARE services from QUALTIRCS (SAM UEI: PR45WM7EWA57). Under the contemplated contract, the vendor will provide data collection and survey software, compatible with current licenses and interconnected workflows and system integrations via proprietary API and data schema. This notice of intent to conduct a sole source acquisition is not a request for competitive proposals.

However, any responsible source who believes it is capable of performing the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
