PA Next Gen Vital Records Management System (VRMS)

The Commonwealth of Pennsylvania (Commonwealth), Department of Health (DOH), Bureau of Health Statistics and Registries (BHSR), seeks to procure Software as a Service (SaaS) solution for the Vital Records Management System (VRMS) from an Offeror with a high degree of skill and knowledge that will meet DOH’s requirements. The solution will streamline and modernize end-to-end processing of all live births, deaths, and fetal deaths occurring within Pennsylvania, as well as out-of-state events involving Pennsylvania residents received through the State and Territorial Exchange of Vital Events (STEVE) system. The VRMS shall be accessible to both BHSR and its reporting entities (including licensed healthcare facilities, coroners/medical examiners, local registrars, funeral homes and midwives) through a web-based interface.

There will be a Pre-Proposal Conference, Thursday October 15, 2026, at 1:00 PM ET. Offerors who wish to attend shall submit their RSVP to Stacy Cook, [email on the source notice] with the subject line RFP 6100065757 Pre-Proposal RSVP, no later than Tuesday October 13, 2026, at 1:30PM ET.
