This announcement constitutes a pre-solicitation notice only.

This synopsis is solely for planning and information purposes only and is not to be construed as a commitment by the Government to issue a subsequent solicitation (Request for Proposal, Request for Quote, etc.). NIWC PAC is not seeking proposals at this time. Further, NIWC PAC will not accept unsolicited proposals in response to this synopsis and will not provide feedback or evaluation of the responses submitted. Participants in this market research are advised that the Government will not pay any costs incurred in response to this synopsis.
