81627Y0870-INSTI HIV-1/2 Test kits and INSTI Control Test kits

Pursuant to Section 3-05 of the New York City Procurement Policy Board Rules, the Department of Health and Mental Hygiene (DOHMH) intends to enter into negotiations for a six-year agreement with Biolytical Laboratories Inc. to provide INSTI® HIV-1/HIV-2 Rapid Antibody Tests and INSTI® HIV-1/HIV-2 Test Controls on an as needed basis. These products will be utilized by DOHMH's Bureau of HIV's Field Services Unit and in DOHMH`s Sexually Transmitted Disease (STD) Clinics throughout NYC for rapid detection of HIV antibodies.

DOHMH has determined that Biolytical Laboratories Inc. is the sole source provider of these products. BioLytical Laboratories Inc. is the sole manufacturer and seller of the branded INSTI® HIV Test, all INSTI® HIV Test products are manufactured and sold exclusively by BioLytical Laboratories Inc. and must be purchased directly from them. There are no resellers or distributors for these products.

Any firm that believes it can legally provide these goods, is invited to submit an Expression of Interest directly to this RFI- EPIN 81627Y0870 no later than 10/23/2026 by 2:00PM. Correspondences must be posted directly in PassPort to this RFI; any communication outside of this RFI will not be accepted.
