US Space Economy Study

COMBINED SYNOPSIS/SOLICITATION US SPACE ECONOMY STUDY This is a combined synopsis/solicitation for commercial items prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation.

Quotations are being requested and no other written solicitation will be issued. This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 1305M427Q0003.

This solicitation is being issued as a total small business set-aside. The associated NAICS code is 541720. The small business size standard is $28.0M.

This combined solicitation/synopsis is for the following commercial services: Line Item 0001 This study will identify and justify a set of defined metrics that can support recurring federal assessment and provide policymakers with sustained insight into the growth, health, competitiveness, resilience, and emerging challenges of the ecosystem, in accordance with the attached, incorporated Statement of Work. The period of performance for this contract shall not exceed 180 calendar days.

Acquisition Framework: This commercial procurement is conducted under RFO Part 12, utilizing innovative techniques including an advisory down-select process and confidence ratings (see the Periodic Table of Acquisition Innovation for details).

Two-Phase Strategy: To be considered for award, vendors must submit a Phase I quotation.

Phase I Deadline: Phase I submissions must be uploaded via the designated Phase I Submission Form [https://forms.gle/rcKbAc4ZHDDn13YR9] no later than 9:00 AM ET October 16, 2026. Late submissions will not be evaluated.

Phase II Timeline: The Government will establish the Phase II submission deadline within the advisory notifications issued after Phase I evaluations.

Compliance: Quotations must be clear, concise, and fully compliant. Non-compliant submissions (e.g., missing documents, exceeding page limits, or violating formatting terms) may be excluded from evaluation. Solicitation Questions and Comments Questions and Comments regarding Phase I will not be accepted.
