The City of Orland o ("City") is seeking Qualifications Statements from interested Consultants registered in the State of Florida to provide Professional Engineering Services pursuant to Section 471.023 of the Florida Statutes for RQS27-0008 Transportation Engineering and Planning Services for Safe Speeds Lab which will be funded partially or entirely through Agreement Fiscal Year 2025 Safe Streets and Roads for All (SS4A) Grant from U.S. Department of Transportation (USDOT). Respondents which are business organizations must be filed with and registered in the State of Florida to provide Engineering Services pursuant to Section 471.023 of the Florida Statutes as of the due date for submission of Qualification Statements.

The USDOT awarded the City an SS4A grant to fund the Safe Speeds Lab, which encompasses supplemental planning and demonstration activities supporting Orlando’s Vision Zero Action Plan. The selected Consultant will partner with the City’s Transportation Department, including two grant-funded staff members—to deliver a proactive, contextual citywide Speed Management Plan informed by quick-build demonstration activities designed to reduce traffic speeds.

The project will be executed in multiple phases:

Base Phase (Supplemental Planning & Preliminary Engineering): Runs concurrently with all project stages to develop the overall Speed Management Plan.

Phase 1 (Design & Implementation): Initiated by a second Notice to Proceed, this phase focuses on the design and execution of quick-build demonstration activities. The performance data and results from these demonstrations will directly inform a prioritized project list within the final Speed Management Plan.

The City welcomes innovative proposals detailing creative approaches, methodologies, data collection strategies, and industry best practices to achieve these safety goals.
