Sources Sought for Structural Engineer Expert Consultant

This Sources Sought Notice is being issued by the United States Army Corps of Engineers (USACE) Philadelphia District. In this project, the Contractor shall assist the Government in preparing for litigation before the Armed Services Board of Contract Appeals (ASBCA) by: requesting and evaluating information potentially available to or in the possession of AWFJV Western Federal Joint Venture and its subcontractors; assisting with the identification of Government and AWFJV personnel whose depositions would be relevant to evaluating the facts of the claim; identifying any additional information required to finalize an Expert Report in defense of the claim; finalizing the report for submission; providing trial support; testifying as an Expert Witness; and assisting with post-trial briefs. Prior to potentially issuing a solicitation, USACE Philadelphia District is requesting information from any additional sources to make an informed determination regarding procurement strategy.

SUBMISSION OF RESPONSES: Responses shall include speci?c details regarding the ability to provide the required products/services to meet the needs of the Government. Responses are not to exceed ?ve

  1. pages.

Responses shall be in electronic format. A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classi?cation System (NAICS) code of this notice and points of contract (names, email, and telephone numbers) at a minimum.

The cover page is not considered in the total page count. USACE Philadelphia District will accept only electronic unclassi?ed submission of responses. Responses shall be sent to Noelle Griest at [email on the source notice] with the subject line "Structural Engineer Expert Consultant.

All responses shall be unclassi?ed and submitted by no later than 05:00PM EST on 10/13/2026. This notice is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government.

The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with RFO Part 10 and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this notice, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice.

The Government will not release any information marked with a proprietary legend received in response to this notice to any ?rms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. Phone calls will NOT be accepted.
