The County of Orange, County Executive Office - CPO (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for The County is soliciting proposals for Countywide Janitorial Services to support multiple County departments and facilities. Services include routine, periodic, and emergency cleaning of interior and exterior areas such as offices, public spaces, restrooms, locker rooms, showers, gyms, kitchens, clinical and high-risk environments, detention or secured facilities (where applicable), and surrounding exterior areas. The scope of services includes, but is not limited to, trash and recycling removal, floor care (sweeping, mopping, stripping, sealing, waxing, and carpet extraction), restroom and shower sanitation, cleaning and disinfecting of high-touch and public-facing areas, glass and window cleaning, exterior waste collection, enhanced disinfecting services, and day porter services at designated locations.

All services shall be provided as a full-service janitorial operation using commercial-grade equipment, supplies, and disinfectants, and performed in accordance with applicable health, safety, environmental, and regulatory requirements to maintain County facilities in a clean, safe, sanitary, and professional condition. . Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.

The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.

This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted.

All questions or requests for interpretations must be received within this solicitation by Tuesday, October 6, 2026 , before 2:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.

Respondents are required to review and acknowledge the Mandatory Pre-Proposal Job Walk Schedule, which identifies the required job walk dates, locations, facility-specific requirements, security and access procedures, and other solicitation-related information, as well as the Mandatory Job Walk Information Package, which establishes the general job walk requirements, attendance procedures, registration instructions, security clearance requirements, facility information, and other instructions applicable to the mandatory job walks. Attendance at all required job walks and compliance with the requirements contained in these documents is mandatory. Failure to comply with these requirements may result in a proposal being deemed non-responsive.

Any parking fees incurred while attending the mandatory pre-proposal job walks shall be the sole responsibility of the Respondent.

The County of Orange operates a large and diverse portfolio of facilities that support essential public services, including public-facing offices, clinical and health service locations, libraries, detention and secure facilities, training centers, and administrative buildings. These facilities experience high daily usage, extended operating hours, and serve a wide range of users, including County staff, justice-involved individuals, vulnerable populations, and the general public. Maintaining clean, safe, and sanitary facilities is critical to supporting County operations, protecting public health, ensuring regulatory compliance, and maintaining public trust.

Janitorial services play a direct role in risk reduction, infection prevention, facility longevity, and overall service delivery, particularly in high-traffic, high-risk, and continuously operating environments.

The County is seeking a contractor capable of delivering consistent, professional, and full-service janitorial operations across multiple facility types with varying usage patterns, security requirements, and sanitation needs. The work extends beyond routine cleaning and requires the ability to adapt to operational realities, including after-hours service, emergency response, enhanced disinfecting, exterior waste challenges, and day porter support at select locations.

Project Challenges:

Managing services across multiple departments and facility types, each with distinct operational needs

Maintaining sanitation standards in high-traffic and public-facing environments

Supporting facilities with 24-hour operations, secure areas, or restricted access

Addressing specialized cleaning requirements, including biohazard-sensitive areas and infection-control environments

Responding quickly to unplanned events, such as spills, public health concerns, or increased facility usage

Ensuring consistent service delivery while coordinating with County staff, facility managers, and security personnel

A successful contractor will demonstrate the ability to deliver reliable, consistent, and high-quality cleaning services across all assigned facilities; proactively manage staffing, supervision, and communication to prevent service gaps; and recognize that this is a full-service operation requiring more than surface-level or minimum-effort cleaning. The contractor must respond promptly to day-to-day needs, issues, and emergency situations while maintaining strong quality control, compliance, and accountability practices. Successful vendors will also demonstrate a clear understanding of the County’s operational complexity, show flexibility and responsiveness, and present a service approach that prioritizes health, safety, professionalism, and consistency in support of clean, safe, and professional County environments.
