The Mississippi State Department of Health (MSDH) is seeking qualified community-based organizations, healthcare organizations, governmental entities, and other eligible organizations to serve as Local Implementing Agencies for the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program. Through this competitive Request for Applications, MSDH intends to make multiple awards to support the delivery of evidence-based Parents as Teachers (PAT) home visiting services in 16 Mississippi counties: Claiborne, Coahoma, Copiah, DeSoto, Hinds, Holmes, Humphreys, Issaquena, Jefferson, Neshoba, Sharkey, Sunflower, Tallahatchie, Tunica, Washington, and Wilkinson.
Selected applicants will be responsible for establishing and maintaining the staffing, supervision, community partnerships, referral systems, data collection, quality improvement activities, and administrative infrastructure necessary to enroll and serve eligible families. Applicants must either be an active Parents as Teachers (PAT) affiliate or demonstrate the capacity and commitment to complete the affiliation process within the timeframe established by MSDH. Awards will support Mississippi’s transition from state-operated direct services to a full Local Implementing Agency (LIA) model while expanding access to high-quality home visiting services for pregnant women, caregivers, infants, and young children.
The Mississippi Maternal, Infant, and Early Childhood Home Visiting Program currently provides evidence-based home visiting services in 16 counties. MSDH is transitioning from a primarily state-operated direct service model to a Local Implementing Agency (LIA) model in which qualified organizations will employ and supervise home visiting staff, manage local service delivery, develop referral partnerships, collect and report required data, participate in continuous quality improvement, and maintain compliance with federal, state, and evidence-based model requirements.
This transition is intended to strengthen local ownership, improve community partnerships, increase program stability, and expand access to services for eligible pregnant women and families with young children. MSDH will retain responsibility for statewide program administration, oversight, monitoring, training coordination, data and continuous quality improvement, and federal reporting. Selected LIAs must either be an established Parents as Teachers (PAT) affiliate or demonstrate the organizational capacity to complete the affiliation process and implement the model with fidelity within the timeframe established by MSDH.
