The City of Santa Fe is issuing this Request for Information (RFI) to solicit industry feedback in advance of a future competitive Request for Proposals (RFP) for Phase One horizontal infrastructure improvements at the Midtown Redevelopment Site, formerly the Santa Fe University of Art and Design and the College of Santa Fe.

The Midtown Redevelopment Site is planned as a high-density, mixed-use development that will support commercial and residential uses consistent with the adopted Midtown Master Plan. The City is seeking industry input to help refine the project scope, procurement strategy, and contract requirements prior to issuing a formal solicitation.

A procurement library containing approximately 90 percent design drawings is provided for informational purposes. The drawings remain under review by the infrastructure design team, City staff, and utility partners and may be revised before a future solicitation is issued.

The City will host an Industry Outreach Event at the Midtown Redevelopment Site on September 17 th , 2026 . Attendance is not mandatory but is strongly encouraged. The presentation materials, questions received, and responses provided during the event will be documented and incorporated into the procurement library for reference during the future solicitation process.

No cost information shall be included. This RFI is for the sole purpose of acquiring information.

The City of Santa Fe is issuing this Request for Information (RFI) to obtain industry input regarding the procurement, construction, and delivery of Phase One horizontal infrastructure improvements within the Midtown Redevelopment Site. Information received through this RFI will assist the City in refining project requirements, procurement strategies, risk allocation, construction phasing, and contract provisions for a future competitive solicitation. Responses will be used solely for planning and market research purposes and will not be evaluated as proposals or offers.

The Midtown Redevelopment Site represents one of the City's most significant redevelopment initiatives and is intended to create a vibrant, mixed-use district that supports residential, commercial, civic, and public spaces. The associated infrastructure program has been designed to promote multimodal mobility, environmental sustainability, and long-term resiliency through integrated utility systems, green stormwater infrastructure, complete streets, and enhanced public amenities.

The Metropolitan Redevelopment Agency is moving forward with the implementation of the right of way (ROW) infrastructure adopted in the Midtown Master Plan (2022) unanimously adopted by Governing Body. The Midtown Redevelopment site is located in the geographic center of Santa Fe and the horizontal infrastructure entails the implementation and installation of right of way infrastructure including roadways, utilities, sidewalks, innovative green stormwater infrastructure (GSI), landscaping and affiliated irrigation. This infrastructure and utility package was designed by Wilson & Company consultants in collaboration with the City of Santa Fe Public Works Department, Parks and Recreation Division, the Metropolitan Redevelopment Agency, and proposed developers.
