MAINTENANCE AND REPAIRS TO BAY DOORS

PART II – SCOPE OF SERVICES The awarded Contractor shall be responsible for providing any and all labor, materials, equipment, parts, transportation, and supervision necessary to perform inspections, preventive maintenance, regular repair service, and on-call emergency repair service, for bay doors at thirty-two

  1. locations throughout St.

Johns County. Based on County needs, the County may delete doors or add doors to the contract, or change the frequency of inspections. Doors covered by the contract include rollup doors, sectional doors, fourfold doors, electrical operators, personnel doors, and security doors.

A. GENERAL CONTRACTOR REQUIREMENTS The Contractor shall:

  1. Maintain a thorough knowledge of commercial overhead, rollup, sectional, and fourfold door systems. 2.

Provide inspections, preventive maintenance, and repair services for bay doors based on the contracted rates and applicable markup on parts. 3. Provide all vehicles, lifts, tools, equipment, and other resources necessary to perform the required work.

  1. Maintain all required professional licenses and certifications necessary to perform the work, including, but not limited to, a Certified Garage Door Installation Specialty Contractor. 5.

Clean the work area and remove all debris, materials, and trash upon completion of each repair, inspection, or service. 6. Warranty all labor for a period of one

  1. year and honor all applicable manufacturers’ warranties on materials.

B. INSPECTIONS AND PREVENTATIVE MAINTENANCE The Contractor shall conduct inspections and preventive maintenance related services for the County's bay doors and associated equipment, at the frequency required by each location.

  1. Work Hours a. Inspections and minor repairs shall be performed during the County's regular working hours. b.

Regular Working Hours are 8:00 AM through 5:00 PM, Monday through Friday, excluding County holidays and weekends. c. Work shall be billed only for the Contractor's actual time spent at the County location.

  1. Scheduling and Authorization a. To schedule inspections, preventative maintenance, and any associated repairs, and for access to County locations, the Contractor shall contact the Fire Rescue Logistics Coordinator for Fire Rescue locations, or contact the assigned SJC Department Manager, for other County locations. b.

County approval shall be obtained prior to any work being performed. c. In the event a minor repair or part replacement is identified as necessary during an inspection, the Contractor shall obtain authorization from the Fire Rescue Logistics Coordinator, or the assigned SJC Department Manager for other SJC locations, before performing the repair or replacing the part. d. If a condition is identified that presents a safety hazard or requires immediate attention, authorization to perform the necessary work shall be obtained from the Fire Rescue Logistics Coordinator, or the assigned SJC Department Manager, for other SJC locations. e.

The Fire Rescue Logistics Coordinator or the SJC Department Managers may designate other SJC staff to authorize the required scheduling or repairs when they are unavailable.

  1. After-Hours Work Resulting from Contractor Performance If the County requires examinations, minor adjustments, or callback services after regular working hours as a result of Contractor error or the Contractor's failure to complete the job during regular working hours, the Contractor shall be responsible for any charges in excess of the normal contracted rate.
  2. Inspection Reports The Contractor shall provide the Fire Rescue Logistics Coordinator or the applicable SJC Department Manager with a written Inspection Report no later than five
  3. working days from the date of service.

The report shall identify: • All items inspected; • The condition of each item inspected; • All corrective actions taken; and • Any corrective actions recommended.

  1. Door Systems Inspection and Maintenance Requirements The Contractor shall inspect, service, adjust, lubricate, and/or clean (including the removal of accumulated dust, dirt and debris) all components, as applicable to each component and each door type: • Rollup Doors: slat connectors, bottom bar and seal, guide bolts, connecting slat, head brackets, hood, torsion barrel assembly, bearings, guides, and curtain stops. • Sectional Doors: cables, rollers, track, sections, glass stops, hinges, bottom seal, top and bottom fixtures, head plates, spring brackets, torsion springs, rollers, center shaft couplings, drum bearings, and all adjustable fixtures. • Fourfold Doors: guides, mounts, upper and lower hangers, panel covers, exposed low voltage wires, door connector brackets and belts/chains, drive chain, limit switches, limit chain, reversing edge, photo eye, motor, and mounting hardware. • Electric Operations (on all doors): tracks, mounts, front and rear hangers, panel covers, exposed low voltage wires, door connector brackets, belts, drive chain, carriage limit switches, limit chain, reversing edge, photo eye, motor, and frame belts.

C. EMERGENCY REPAIRS:

  1. On-Call Technicians shall be on the County site to respond to emergency calls within two
  2. hours.
  3. Work shall be billed only for actual time at the authorized County locations. 3.

Prior to any work being performed at Fire Rescue locations, authorization for emergency repair work must be obtained from the Fire Rescue Logistics Coordinator, or if not available, authorization may be given by the on-site Battalion Supervisor, or their designee. 4. Prior to any work being performed at all other SJC locations, authorization must be obtained by the designated SJC Department Manager, or their designee.

  1. All work shall be performed by fully trained and experienced repair and service personnel.

D. DOOR REPLACEMENT & MATERIALS:

  1. Door Replacement – necessitated by sudden failure or malfunction, or at the County’s discretion. 2.

Materials – materials are defined as all hardware or parts necessary to perform preventative maintenance and repairs, as well as the cost for new doors.

The St. Johns County Board of County Commissioners will receive sealed bids/proposals from qualified firms to furnish the goods and/or services identified in the specifications document.
