ENGINEERING SERVICES - DRY BROOK CULVERT REPLACEMENT
Released: October 13, 2026 12:00 AM EDT Questions due (Question Submission Deadline): November 6, 2026 4:00 PM EST Answers posted by: November 9, 2026 4:00 PM EST Responses due (RFP Opening Date and Time): November 10, 2026 11:00 AM EST
The Town of Manchester is seeking a qualified professional engineering firm to design a project to replace approximately 2,000 linear feet of box culvert in an urbanized setting in Downtown Manchester.
Dry Brook is a watercourse that drains an approximately 612 acre urbanized watershed in central Manchester, CT. The entire brook and most of its tributaries are enclosed within a series of large diameter pipes and box culverts. The system's main trunk line, the Dry Brook Culvert, is located within the central business district and experiences routine flooding during storm events.
The primary portion of the Dry Brook Culvert targeted for replacement is within the East Side Neighborhood and generally flows from north to south. It is bounded by Main Street to the west, Bissell Street, to the north, Cottage Street to the east, and Maple Street to the south. A study of the watercourse was completed in 2008 and confirmed that the Dry Brook Culvert experiences flooding at the 1-2 year storm event due to its insufficient capacity and shallow slopes.
In 2011, a preliminary design and estimate for the culvert replacement was completed. No further work has been done due to lack of funding. In November 2026, Town voters approved a Public Works Bond Referendum which included approximately $4 million for this and other storm drainage upgrade projects.
While the 2008 study and 2011 preliminary design are valuable resource documents, the Town is looking for the consultant to take a fresh look at the project from the preliminary engineering phase.
