Construction of a Specialized Mission Training Facility (SMTF), Laurel, MD

This is a pre-solicitation notice and not a request for proposals. As such, vendors are not to send capability statements or other such documents. The General Services Administration (GSA) Public Buildings Service (PBS) is seeking a qualified contractor to provide the construction of a Specialized Mission Training Facility (SMTF) in Laurel, MD.

Summary: This project includes building the SMTF at the James J. Rowley Training Center (JJRTC), which is the primary training facility for the United States Secret Service (USSS). The training center consists of multiple buildings and structures that provide an environment for various training activities, including active scenario training, as well as classroom and conference room space.

Due to increased operational tempo, development of new training programs, and campus population growth in recent years, the USSS continues to develop the JJRTC campus to meet the needs of the USSS mission. To enhance training activities and operational readiness, the USSS intends to construct a full-scale site and building representation of the White House, perimeter buildings, and grounds.

Project Scope: The project consists of the work associated with the Site, Center Building, and Perimeter Buildings as described below: Site: The general scope of the project is to replicate (or match) the original building's grounds on the proposed JJRTC project site. This includes matching both the horizontal and vertical site features of the original grounds. The limits of this replica are the outer curb lines of the proposed perimeter roads (Pennsylvania Avenue, E Street, and West/East Executive Avenue).

The scope includes providing stormwater management based on the Maryland Department of the Environment's (MDE's) requirements. In addition, existing utilities serving the JJRTC facility will be improved and extended to service the project site. As extensive re-grading will be required, most of the flora and fauna will need to be removed from the site.

The proposed replacement flora will include inexpensive, fast-growing, and low-maintenance species. Trees will be matched by general size and either evergreen or deciduous. These types should be selected and placed to match the visual and security functions of the existing trees in the original landscape.

Deciduous trees should include shade trees and ornamental (flowering trees).

Center Buildings: The Center Buildings are made up of the original building's 4-story high Main Residence and 3-story high West Wing. Building interiors support multiple training and training support functions. Major building floor areas mirror the original building floor layout, however selected areas designated for dynamic training will be a replica of the original building's interior conditions without attempting historic and decorative reproduction.

Perimeter Buildings: The 18 acres of grounds within the security fence have a series of additional structures that will be recreated for training purposes. Ranging in size and function, additional buildings will be built on the SMTF grounds. The intended project delivery method is a Phased Acquisition procurement using a Two-Phase Construction Concept.

The scope of work includes all labor and materials required to provide construction services for the SMTF project pursuant to FAR 15.103 (GSA Class Deviation RFO-2025-15) and FAR 36 (GSA Class Deviation RFO-2025-36). The resultant contract will be firm fixed price. The services requested by the contractor shall cover a wide range of construction activities including management, supervision, labor, equipment, and materials required to provide construction and other related services necessary to construct the new facilities.

Related services include, but are not limited to, site planning, utilities, testing and inspection during construction, commissioning, and potential additional analysis of the site. The Phase I solicitation is anticipated to be posted on or around March 23, 2026, and the Phase I selection in June of 2026. Phase II solicitation is anticipated to be sent to the shortlisted offerors in July of 2026, with an award anticipated in November of 2026.

Currently the substantial completion date is anticipated for 2029. The estimated cost range for construction is between $260,000,000.00 and $290,000,000.00. The total estimated cost of this construction contract is greater than $35 million.

As such, in the absence of an exception, this procurement is anticipated to be subject to the Project Labor Agreement requirement in FAR 22.5 (GSA Class Deviation RFO-2025-22).

PLAN AVAILABILITY: The solicitation will be available for electronic download at no charge from SAM.gov website under Contracting Opportunities.

AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor SAM.gov for the release of any amendments.

BONDING: A bid bond is required as well as payment and performance bonds.

SECURITY: Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check. Specific security requirements will be contained in the solicitation.

FUNDS AVAILABILITY: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government arises until award of the contract.

ELIGIBLE OFFERORS: All responsible business firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management at SAM.gov for registering their firm and completing representations and certifications. Prospective offerors shall review the solicitation in detail when it becomes available on www.sam.gov, as items described herein may change.
