1.0 DESCRIPTION THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The Department of Veterans Affairs (VA) Enterprise Procurement Office (EPO), formerly the Strategic Acquisition Center (SAC), is issuing this Sources Sought Notice as a means of conducting market research to identify qualified sources with the capability and resources to meet the Veterans Health Administration s (VHA) Non-Expendable Equipment National Program requirement for Scanning Systems Ultrasonic Portable.

The EPO in conjunction with VHA is seeking qualified sources capable of supplying the brand name or equal Fujifilm® Sonosite Scanning Systems Ultrasonic Portable machines on an agency-wide basis. VA is contemplating the award of a single Requirements Contract with Firm-Fixed Price (FFP) orders IAW FAR 16.503, Requirements Contracts, to a supplier of this equipment. Respondents will be required to deliver complete ultrasonic scanning systems to VA medical centers and facilities throughout the United States.

The associated North American Industry Classification System (NAICS) code for this procurement is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing and the associated size standard is 1,250 employees. The FAR Provision found at 52.204-7 requires that The Offeror shall have an active Federal Government contracts registration in the System for Award Management (SAM) when submitting an offer or quotation. There is no solicitation available at this time. 2.0 SCOPE OF WORK Scanning Systems Ultrasonic Portable are compact devices that use high frequency sound waves for real-time internal body imaging. Point-of-care ultrasound (POCUS) imaging is routinely used by medical clinicians to guide interventional percutaneous procedures such as vascular access, nerve blocks, and therapeutic injections.

Ultrasonic scanning systems have an ultrasonic scanner, transducers (frequencies of 2 to 12 MHz are typical for vascular and abdominal scanning, procedure guidance, and nerve blocks), dedicated software, DICOM software for PACS compatibility and image storage, and an image recorder. Most ultrasonic scanners include continuous-wave and pulsed-wave Doppler capabilities (including a spectrum analyzer) for sensing the velocity and location of blood flow; they can be operated in multiple modes, including color flow mapping mode and triplex mode (i.e., simultaneous acquisition and display of 2-D gray-scale, spectral Doppler, and color flow data). Ultrasonic scanning systems usually display images of the vessels in conjunction with spectrum analysis to depict the vessel and its obstructions.

Some ultrasonic scanners use a low frequency (typically 2 MHz) Doppler transducer to obtain the blood flow velocity recording in the intracranial arteries. These systems are used for transdermal examinations and diagnosis of diseases, occlusions, and obstructions in the peripheral vascular system, including a profile of the blood-flow velocity in the area under examination. Most of them also include capabilities for small-part examinations.

The Government's intent is to include all ancillary items necessary to ensure the equipment can function as designed by the OEM and as required. Respondents are encouraged to identify any additional accessory, service, or configuration that may be necessary or beneficial to the functionality of the contemplated system.

These items must be clearly identified by brand name and part number. In addition to the above CLINs and salient characteristics, the Government contemplates utilizing the below evaluation subfactors: Safety The device will be assessed for patient safety features, including, but not limited to, the following areas: Infection control Thermal injuries Probe maintenance Battery failure procedures Design Design features and functions of the offered device will be evaluated. Areas include but are not limited to the following: Durability of the system and the probes Display screens usability Barcode software to ID patients and physicians Low-Profile wheelbase to assist getting closer to patient Cordless charging station Number of Transducer ports Simplicity of system design for operator (ergonomics, easy setup, User-friendly software applications, reporting, and touch screen ease of use) Performance The device will be evaluated for its ability to perform its intended function.

Manufacturer or Distributor: If distributor, provide the full name, business size and address of the manufacturer. If distributor, provide evidence that your firm is currently an authorized distributor for the manufacturer of the products proposed, e.g. an authorized distributor letter with current date certified by the OEM. Country of Origin designation for all products proposed.

Describe the firm s ability to provide uninterrupted supply of products on a national scale. Technical literature clearly demonstrating that the proposed product(s) meets the identified salient characteristics identifying the page number(s) where each requirement is met. Does respondent offer an annual service plan, Yes or No?

If Yes: Describe what the plan covers? Identify whether the plan covers software updates, parts repair/replacement, or both Provide literature or other documentation describing the service plan. Identify whether service is provided by the OEM or a subcontractor.

Identify any additional product, accessory, service, or configuration that may be necessary or beneficial to the functionality of the contemplated system. Include the applicable brand name and part number. Item pricing information of products, inclusive of flat rate shipping.

Include any quantity discounts, noting at what order quantity the Government should expect tiered price reductions, if any.

NOTE: In order for the Contracting Officer to determine whether a set-aside can be pursued, it is essential to provide pricing information. Without this information, the Contracting Officer will be unable to assess whether there is a reasonable expectation of receiving fair and reasonable pricing from socio-economic concerns. Does your firm anticipate any subcontracting opportunities for this requirement?

If yes, identify the type and approximate scope of work that could be subcontracted. Identify any federal contract vehicles held by your firm through which your firm can provide this equipment. Are there any further standards or criteria VA should consider in a procurement action for this equipment?
