USS JOHN P MURTHA (LPD-26), Long Lead Time Material (LLTM) Various Main Propulsion Disel Engine (MPDE) Various Direct Replacement Parts This is a Combined Synopsis/Solicitation for commercial products prepared in accordance with the format in RFO FAR Part 12. This announcement constitutes the only solicitation.

A proposal is being requested from only one source. Request for Proposal (RFP) N5523627R0002 is issued as a sole source procurement. The subject solicitation is being processed in accordance with RFO FAR Part

  1. The Government intends to solicit and contract with only one source, Fairbanks Morse Defense, LLC (referred to herein as FMD) for the parts listed on the Product Description (Attachment J-1), under the authority of RFO FAR 12.102 on a sole source basis. This notice of intent is not a request for competitive proposals.

Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) code is 333618 Other Engine Equipment Manufacturing. This solicitation documents and incorporates provisions and clauses that are those in effect through Federal Acquisition Circular 2026-01 (Effective 13 March 2026) and DFARS Publication Notice 20260507.

The assigned Defense Priorities and Allocations Systems (DPAS) rating is DO-A3.

DESCRIPTION: Southwest Regional Maintenance Center (SWRMC) requires the expedited procurement of various Main Propulsion Diesel Engine (MPDE) direct replacement parts, the direct replacement parts consist of 245 different parts necessary for the MPDE repairs in support of this LHD Wasp-class amphibious assault ship. This long lead time material (LLTM) must be purchased directly from the original equipment manufacturer (OEM) which is identified as FMD. SEE PRODUCT DESCRIPTION (see Attachment J-1).

SENSITIVE ACTIVITY AND INTELLIGENCE-RELATED CONTRACTING (SAIRC) AND OPERATIONS SECURITY (OPSEC) STATEMENT This contracting action has been reviewed against the requirement of SECNAVINST S4200.35. SAIRC protections are not required. PACKAGING REQUIREMENTS: Unless otherwise stated in Section D clauses, packaging and preservation shall be performed in accordance with the best commercial practices to afford maximum protection against damage.
