The purpose of this Request for Proposals (RFP) is to identify and select a qualified 501(c)(3) non-profit organization or private for-profit corporation/organization active with the State of Florida Division of Corporations to lease and redevelop Centro Español for a use that will be compatible with the surrounding community and that is in compliance with federal Community Development Block Grant (CDBG) use restrictions.
All building improvements shall respect the building’s historic character. All plans for renovation, restoration, or alteration of the building are subject to approval of the Architectural Review Commission and/or Commission staff and must also adhere to the U.S. Secretary of the Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings.
The Future Land Use designation for the site is Community Commercial 35 (CC-35), and it is zoned as a Planned Development (PD). The site is located in the West Tampa National Historic District, West Tampa Overlay District, and Impact Fee Exempt Zone for Transportation.
The City of Tampa (the “City”) owns certain real property known as the historic Centro Español de West Tampa (“Centro Español”) located at 2306 N. Howard Avenue, Tampa, Florida. The Centro Español premises is defined as the main building, the theatre, and the paved parking and retention area surrounding the north and west sides of the building.
The gross building area, including the theatre, is 30,610 square feet. The City also owns adjacent vacant parcels to the north and south of Centro Español (the “Vacant Lots”), which are included in this RFP. The north lot is located at 2402 N.
Howard Avenue (the “North Lot”), and the south lot is located at 2302 W. Cherry Street (the “South Lot”). Centro Español and the Vacant Lots shall be collectively referred to as the “Property”.
Centro Español is an officially designated City of Tampa Landmark and has been added to the National Registry of Historic Places. Centro Español is in the West Tampa Community Redevelopment Area of Tampa, Florida.
