The County of Orange, Social Services Agency (hereinafter referred to as “County”), is soliciting applications from qualified firms (hereinafter referred to as “Applicants”) for Counseling and Parent Education Services . Applicants must meet the minimum qualifications and requirements as set forth within the RFA and be capable of providing services identified in the Scope of Work herein.

The proposed schedule below is subject to change. Any changes to the schedule for the RFA process will be issued to all Applicants via addenda on the County's eProcurement Portal.

This is a fully electronic RFA. Applicants must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted.

All questions or requests for interpretations must be received within this solicitation by Wednesday, October 14, 2026 , before 4:00 pm as specified in the solicitation. Applicants are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.

The County of Orange is currently requesting applications to provide Counseling and Parent Education Services (CPES) from private organizations/agencies and/or public institutions of higher education staffed by California licensed Marriage and Family Therapists (MFTs), Licensed Clinical Social Workers (LCSWs), Licensed Professional Clinical Counselors (LPCCs), licensed Clinical Psychologists and Registered Interns, focused to provide families with children who are at risk or have history of child abuse, maltreatment or neglect. Services include individual, conjoint, family and group/anger management counseling sessions and parent education classes.
